SDA Agency Proposes Budget for Clean Water Subsidy

Jakarta Water Resources (SDA) Sub-agency will propose Rp 33.68 billion for the use of subsidized clean water in Revised Regional Revenue and Expenditure Budget (APBD) 2021 and APBD 2022. Later on, this clean water service will be provided by PAM Jaya.

This subsidy policy is expected to accelerate clean water service in Jakarta by PAM Jaya, improve public health and sanitation, and reduce the use of ground water which can lead to land subsidence

This service is targeted to fulfill people's right to access good quality clean water at affordable price in Jakarta, which is carried out by PAM Jaya, especially in Thousand Islands and regions experiencing clean water crisis.

Jakarta SDA Agency's Geology, Raw Water Conservation, and Clean Water Supply Division Head, Ahmad Saipul conveyed, subsidized clean water service in Jakarta uses the calculation of difference in clean water tariff based on full cost recovery and clean water tariff charged to the community to meet the minimum service standards.

"Currently it is still in process of submitting to Revised APBD 2021 and APBD 2022," he expressed, Tuesday (9/28).

He mentioned, Drinking Water Supply System (SPAM) in water crisis areas will be provided through water kiosk system which build and/or operated by PAM Jaya. Clean water will be distributed to water kiosk with water tank car. In water kiosk, clean water will be stored in water tank with capacity of four cubic meters.

"Water kiosk are managed by community which agreed by local residents to distribute water from water tanks in water kiosk management location to the residents. In early 2021, PAM Jaya had built 102 water kiosks. We always carry out periodic monitoring and evaluation regarding the operation and number of water kiosks," he explained.

Based on Gubernatorial Regulation No. 36/2018 and Gubernatorial Regulation No. 62/2019, PAM Jaya was assigned to manage SPAM with Sea Water Reverse Osmosis (SWRO) technology in Thousand Islands Regency, including operation, maintenance, repair, service, network expansion, and development.

"This subsidy policy is expected to accelerate clean water service in Jakarta by PAM Jaya, improve public health and sanitation, and reduce the use of ground water which can lead to land subsidence," he asserted.
